Political and Economical Exploitation and The Polemical Defense: A Culture Or Cultures Are Ill-Equipped and Ill-Prepared For Political Plurality

Forces and representatives of political and economical exploitation use it as a last and final line of polemical defense: A culture or cultures are ill-equipped and ill-prepared for political plurality and the democratic means.  Yet no such liability exist as inhibitor against the economics , it's politics of exploitation and means.

Nations and states exist dysfunctionally and marginally because of the relative nature of the respective Political-Economies and manner of the exploitation.

In undeveloped and sub-developed nations for which the polemical defense exist: A culture or cultures are ill-equipped and ill-prepared for political plurality.  The exploitation and it's enablers however are always able to find the democratic means necessary to carry out the exploitation.  What we mean by Democratic means is simply this:  irrespective of traditions, culture, the rampant illiteracy and backwardness of the common masses of the Political-Economies in question.  The mechanics of exploitation moves along efficiently , filling the coffers of speculators without any difficulties from the culture or cultures that are ill-equipped and ill-prepared for political plurality but becomes a liability when the issue of human dignity and it's democratic means emerges as an impediment to exploitation and it's divided growth.
