On the question of State Secrets: It is first and foremost that of who does "what" to know "what."
Then the question becomes why is "what" being done.
A nation, the general public doesn't have a right to the disclosure of tactics it's intelligence and organized violence institutions use in pursuit of national strategies. The only national right is an understanding of the suppositions in support of the strategies.
This is one aspect on the question of State Secrets and a right to know, naturally there are others.
